PHILLY MAN STEALS POLICE VEHICLE AFTER BEING CAUGHT WITH 1,118 PACKS OF HEROIN

ON 07/13/2016 STATE POLICE STOPPED A 2016 FORD SEDAN FUSION FOR SPEEDING ON INTERSTATE 76 IN THE AREA OF MILE MARKER 162.9 IN EAST PROVIDENCE TWP. THE VEHICLE WAS TRAVELING 83 MPH IN A 70 MPH ZONE. OPERATING THE VEHICLE WAS 27 YEAR OLD REGINA M. POWELL OF JOHNSTOWN PA. A MALE PASSENGER IN THE VEHICLE WAS 38 YEAR OLD AMIN LEONARD GRIFFIN OF PHILADELPHIA PA. ALSO IN THE BACK SEAT WAS A 3 YEAR OLD CHILD, WHO WAS NOT IN A SAFETY SEAT, BUT WAS WEARING A SEAT BELT.

POLICE FOUND THAT THE VEHICLE WAS OWNED BY AVIS LEASING COMPANY, AND THAT THE PERSON LEASING THE VEHICLE WAS NOT PRESENT IN THE VEHICLE. POLICE CALLED THE LEASING COMPANY AND THEY REQUESTED THAT POLICE TAKE CONTROL OF THE VEHICLE AND HAVE IT TOWED. DURING THIS TIME, THE OFFICER SMELLED A STRONG ODOR OF MARIJUANA EMITTING FROM THE VEHICLE. GRIFFIN PRODUCED A MARIJUANA GRINDER, AND TOLD POLICE HE HAD BEEN SMOKING MARIJUANA EARLIER IN THE DAY.

THE TROOPER TOLD GRIFFIN AND POWELL THAT HE WAS GOING TO HAVE THE VEHICLE TOWED. THE OFFICER THEN REQUESTED BACK UP TO THE SCENE WHEN THE BACK UP OFFICER SHOWED UP, ALL OCCUPANTS WERE REMOVED FROM THE VEHICLE AND A SEARCH WAS CONDUCTED. LOCATED IN THE TRUNK OF THE VEHICLE WERE 1,118 STAMP BAGS CONTAINING HEROIN. POLICE CONDUCTED A PRESUMPTIVE NIK TEST WHICH INDICATED A POSITIVE RESULT FOR THE PRESENCE OF HEROIN.

AT THIS TIME AMIN GRIFFIN WAS HEADED TOWARDS THE POLICE VEHICLE AND THE TROOPER PLACED THE WHITE PLASTIC BAG HOLDING THE PACKS OF HEROIN ON THE HOOD OF THE POLICE VEHICLE. GRIFFIN GOT INTO THE DRIVER’S SIDE OF THE POLICE VEHICLE AND ATTEMPTED TO START THE VEHICLE. THE OFFICERS ATTEMPTED TO REMOVE GRIFFIN FROM THE POLICE VEHICLE. THE OFFICER PLACED ONE HANDCUFF ON GRIFFIN BEFORE GRIFFIN WAS ABLE TO START THE VEHICLE PLACE THE VEHICLE INTO DRIVE AND PULL AWAY FROM THE OFFICER. ANOTHER OFFICER GOT INTO HIS POLICE VEHICLE THAT WAS ON THE SCENE AND PURSUED GRIFFIN WHO WAS IN A NOW STOLEN POLICE VEHICLE. OFFICERS WAS ABLE TO SECURE THE WHITE BAG HOLDING THE PACKS OF HEROIN WHICH WAS LYING ON THE WEST BOUND BERM NEAR THE BREEZWOOD RAMP.

POLICE LOCATED THE STOLEN POLICE VEHICLE WHILE SITTING STATIONARY ON THE EXIT RAMP AT THE BEDFORD INTERCHANGE. THE STOLEN POLICE VEHICLE THEN DID A U-TURN AT THE BASE OF THE RAMP IN AN ATTEMPT TO GET BACK ONTO THE TURNPIKE. POLICE CONDUCTED A SUCCESSFUL PIT ( PRECISION IMMOBILIZATION TECHNIQUE ) ON THE STOLEN POLICE VEHICLE AT THE LOCATION. THIS CAUSED THE STOLEN POLICE VEHICLE TO SPIN OUT OF CONTROL AND COME TO A STOP ON THE ON RAMP. GRIFFIN WAS TAKEN INTO CUSTODY. GRIFFIN WAS TAKEN TO UPMC HOSPITAL AFTER COMPLAINING OF INJURIES.

GRIFFIN HAS BEEN CHARGED WITH POSSESSION WITH THE INTENT TO DELIVER HEROIN, FLEEING POLICE, RECKLESS DRIVING, AGGRAVATED ASSAULT, THEFT BY UNLAWFUL TAKING, RECEIVING STOLEN PROPERTY, POSSESSION OF A CONTROLLED SUBSTANCE, POSSESSION OF DRUG PARAPHERNALIA, RECKLESSLY ENDANGERING ANOTHER PERSON,  HE IS IN THE BEDFORD COUNTY JAIL ON $750,000 BAIL

REGINA POWELL IS BEING CHARGED WITH POSSESSION WITH THE INTENT TO DELIVER HEROIN, EXCEED THE SPEED LIMIT BY OVER 13 MPH, IMPROPER CHILD SAFETY RESTRAINT, POSSESSION OF A CONTROLLED SUBSTANCE, POSSESSION OF DRUG PARAPHERNALIA, OPERATING A VEHICLE ON A SUSPENDED LICENSE. SHE IS IN THE BEDFORD COUNTY JAIL ON $500,000 BAIL
