SCELLSBURG MAN CHARGED WITH ATTEMPTED HOMICIDE

 

35 YEAR OLD JEFFREY OWEN DAVIS OF SCHELLSBURG HAS BEEN CHARGED WITH ATTEMPTED HOMICIDE OF A POLICE OFFICER AS A RESULT OF AN INCIDENT ON 05/27/2017. ACCORDING TO AN AFFIDAVIT OF PROBABLE CAUSE ON THE LISTED DATE AT 3:20 AM POLICE ENCOUNTERED A BLUE 1991 FORD RANGER BEARING VA REGISTRATION PULLED OFF THE NORTH SIDE OF ROUTE 30 IN BEDFORD TWP, JUST PRIOR TO THE SUNNYSIDE CONNECTOR. THEY OBSERVED A WHITE MALE LATER IDENTIFIED AS MICHAEL DANIEL ROSE OUTSIDE OF THE VEHICLE, THE MALE APPEARED TO BE SICK OR INTOXICATED. POLICE PROCEEDED TO MAKE CONTACT WITH ROSE AND ANOTHER WHITE MALE LATER IDENTIFIED AS JEFFREY DAVIS. NEITHER MEN PROVIDED POLICE WITH IDENTIFICATION AS REQUESTED. THEY DID PROVIDE THE OFFICERS WITH THEIR NAMES AND DATE OF BIRTHS. AS POLICE WERE BACK IN THE CRUISER DOING CHECKS ON THE MALES, THE FORD RANGER PULLED OUT ONTO ROUTE 30 TO LEAVE, AND THE OFFICERS BEGAN TO PURSUE THE FORD RANGER.

THE FORD THEN TURNED RIGHT ONTO THE SUNNYSIDE CONNECTOR. THE OPERATOR JEFFREY DAVIS WAS DRIVING ERRATICALLY, NOT USING TURN SIGNALS, AND NOT STAYING WITHIN HIS LANE OF TRAVEL. THE VEHICLE THEN TURNED LEFT ONTO TO SUNNYSIDE FROM THE WRONG LANE OF TRAVEL AND WITHOUT STOPPING AT THE POSTED STOP SIGN AND CONTINUED WEST ON SUNNYSIDE ROAD. WHILE ON SUNNYSIDE RD, DAVIS CONTINUED TO DRIVE ERRATICALLY. DAVIS THEN FAILED TO STOP AT THE RED LIGHT AT THE INTERSECTION OF SUNNYSIDE & RICHARD STREET.  DAVID MADE A RIGHT TURN ONTO RICHARD STREET AND APPEARED TO SLOW DOWN. OFFICERS STATED THAT IT APPEARED THAT DAVIS WAS DRIVING INTO A PARKING LOT JUST NORTH OF THE INTERSECTION. AND POLICE DROVE BESIDE AND BEYOND THE FORD AND ANGLED THE POLICE VEHICLE SLIGHTLY TO THE RIGHT IN AN ATTEMPT TO BOX THE FORD INTO THE PARKING LOT.

THE FORD WAS NO LONGER IN VIEW OF THE CAMERA MOUNTED IN THE POLICE VEHICLE. THE PATROL VEHICLE APPEARED TO COME TO A COMPLETE STOP, THEN THE IMAGE FROM THE CAMERA SHOOK. OFFICERS INDICATED THAT WAS WHEN THE FORD STRUCK THE POLICE VEHICLE AT THE PASSENGER SIDE ” B ” PILLAR. THE OFFICER RELATED THAT HE THE OFFICER EXITED THE DRIVER’S SIDE OF THE VEHICLE AND PROCEEDED TO THE REAR OF THE POLICE VEHICLE AND OBSERVED THAT DAVIS HAD BACKED HIS FORD UP AND TO THE RIGHT AND HIS VEHICLE WAS TOWARDS DAVIS WHILE DAVIS VERBAL COMMANDS TO STOP HIS VEHICLE AND TURN IT OFF MULTIPLE TIMES.

THE OFFICER RELATED THAT DAVIS THEN ACCELERATED HIS VEHICLE DIRECTLY TOWARD HIM. THE OFFICER RELATED THAT HE BEGAN TO FIRE HIS PISTOL AT DAVIS, THE OFFICER RELATED THAT HE BEGAN TO STEP TO HIS RIGHT IN AN EFFORT TO AVOID BEING STRUCK BY THE FORD, BUT WAS STRUCK BY THE FRONT DRIVER’S SIDE HEADLIGHT AREA OF THE FORD. THE OFFICER RELATED HE WAS BRIEFLY DRUG BY THE FORD WHICH RESULTED IN THE FRACTURED LEFT WRIST AND LEG ABRASIONS. THE OFFICER RELATED HE WAS ABLE TO GET BACK AND OBSERVED THE FORD FLEEING IN HIS VEHICLE NORTH ON RICHARD STREET.

THE FORD IS NOW BACK ON CAMERA AND IS OBSERVED TRAVELING NORTH ON RICHARD STREET, IN THE ONCOMING LANE OF TRAVEL FOR A BRIEF TIME. THE OFFICER RELATED THAT HE AGAIN FIRED HIS WEAPON AT THE FORD, BOTH OFFICERS RETURNED TO THE PATROL VEHICLE AND CONTINUED TO PURSUE THE FORD NORTH ON RICHARD STREET. THE OFFICER RELATED THAT THEY CAUGHT BACK UP TO THE FORD NEAR THE AMERICAN LEGION AND HE DROVE UP BESIDE THE FORD AND PERFORMED A PIT MANEUVER ON THE FORD. WHICH RESULTED IN THE FORD CRASHING INTO A LOCAL BUSINESS SIGN.

DAVIS WAS TAKEN INTO CUSTODY. FURTHER INVESTIGATION REVEALED THAT DAVIS’S VIRGINIA DRIVERS LICENSE IS REVOKED. THE REGISTRATION DISPLAYED ON THE FORD BELONGED TO A DIFFERENT VEHICLE.

AGGRAVATED ASSAULT BY VEHICLE

2 COUNTS OF SIMPLE ASSAULT

ACCIDENT INVOLVING INJURY

RECKLESSLY ENDANGERING ANOTHER PERSON

19 OTHER RELATED TRAFFIC VIOLATIONS

HE WAS ARRAIGNED AND PLACED IN THE BEDFORD COUNTY JAIL ON $200,000 BAIL
